Sewer and Sanitation Services When you sign up for Utility services with MPW, you will be signed up for Sewer and Sanitation services, where available.  These services are provided by the City of Muscatine and are conveniently included as separate line items on your MPW bill.  Payments made to MPW for these services are provided to the City on your behalf.
